Key takeaways

  • Track each approval as a separate dependency, not one generic permit status.
  • Record submission completeness, comments, resubmittals and inspection prerequisites.
  • Label agency estimates and internal targets as estimates rather than guarantees.

Build the sequence, not just the deadline

A useful tracker shows which applications are required, what must happen first, who prepares each package, what constitutes a complete submittal, and which other approvals or site activities depend on it. Separate design completion, submission, review, corrections, issuance, inspections and final authorization to operate.

Give each line a source and an owner

  • Current status and last verified date.
  • Authority or reviewer responsible for the step.
  • Documents or decisions still outstanding.
  • Named person accountable for the next action.
  • Planning duration, source and confidence level.
  • Dependencies, potential resequencing and the next check-in date.

Communicate the range honestly

Florida DBPR's published guidance describes its food-service review process and the documents needed for applicable applications. That review is only one possible workstream; local building, fire, utility and other approvals may have separate requirements. A tracker should make that scope explicit and must not convert a posted review target into a guaranteed project-wide opening date.

When conditions change, explain which milestones move and why. That gives the operator a chance to discuss lease, staffing, equipment and marketing decisions before a date becomes a costly promise.
