Opening a pet retail or veterinary franchise in South Florida
Pet concepts range from retail to grooming, boarding and veterinary care, and local rules can treat each differently. Confirm the use before you commit to a space.
What a pet retail and veterinary concept needs from a space
- Zoning for your exact use. Retail, grooming, boarding and veterinary clinics can be treated differently, so confirm with the building and zoning department.
- Ventilation and odor control, including whether the space can have its own air handling.
- Floor drains, durable flooring and wash stations, and whether the plumbing can support them.
- Noise from animals and from neighbors, and what the lease allows.
- A relief area for animals, plus parking and a clear path to the door.
- Waste handling and delivery access.
A planning checklist, not a rule. Your brand's FDD and site criteria come first.
Questions to ask the landlord or listing agent
- Does the lease allow animals and your specific services, such as grooming or boarding?
- Is there a tenant improvement allowance for plumbing, drains and ventilation?
- Does the center have exclusives that affect a pet use?
- What are the rules for waste, odor and outdoor relief areas?

Permits and code
For a nonresidential building under 25,000 SF, the local government must approve or deny within 60 business days of a complete and sufficient application. If it misses the deadline, the permit fee is reduced 10% for each business day late. The 9th Edition (2026) Florida Building Code takes effect on Dec 31, 2026, so ask your building department which edition applies to your application.
